The actor is one of several new additions for the superhero show’s fourth year; he’ll join Echo Kellum as Curtis Holt (aka the heroic Mr. Terrific), Neal McDonough as villain Damien Darhk and “Star Trek: Voyager” favorite Jeri Ryan as Jessica Danforth, a friend of the Queen family with political ambitions.

Meet the New Characters in THE ARROW http://collider.com/dc-tv-shows/
The DC Comics Television Universe has been gaining more and more momentum with its current run of successful series on The CW network, which includes Arrow. But who are these new heroes and villains? Where do they fit in to the shows they’re joining, and to the broader story overall? I’ll break down each casting announcement along with a bit of background on each of their comic book characters below in the following list of the characters who have been announced for the upcoming seasons of these aforementioned series..

Arrow Adds Enlisted's Parker Young as Thea's New Love Interest in Season 4 https://www.yahoo.com/tv/s/arrow-adds-enlisteds-parker-young-163524290.html
Sorry, Roy Harper, but Arrow just Enlisted a new man for Thea Queen in Season 4.Parker Young, formerly of the (subtly) aforementioned Fox comedy, will play Alex Davis, a consultant working for Oliver, ETOnline reports. TVLine previously reported the new character earlier this month.Arrow‘s fourth season premieres Wednesday, Oct. 7 at 8/7c.In addition to Enlisted, Young’s television credits include a series regular role on Suburgatory and guest spots on Mad Men, CSI: NY and Jane by Design.

Arrow Casts Oliver's New Love Interest — Should Felicity Be Worried? http://tvline.com/2015/08/10/arrow-oliver-girlfriend-elysia-rotaru-cast-season-4-flashback/
Arrow‘s Oliver will have another woman to contend with when Season 4 starts up — but interestingly enough, she’s been part of his life all along. The CW series has cast Elysia Rotaru as a lady from the superhero’s past, EW.com reports… and that’s about all that’s known about her recurring character. His past relationship with the mystery woman “will serve as a parallel or potentially a contrast to his love affair with Felicity in the present,” executive producer Marc Guggenheim told the site. (Translation: Olicity fans probably don’t have to worry about her sinking that ‘ship.)Rotaru’s TV credits include Smallville, Hellcats, Supernatural and iZombie.Arrow returns to The CW on Wednesday, Oct. 7, at 8/7c.

DC Comics’ Constantine Coming to ‘Arrow’ on The CW https://www.yahoo.com/tv/s/dc-comics-constantine-coming-arrow-cw-210722826.html
DC Comics character John Constantine, played by Matt Ryan on the shortlived NBC series of the same name, will be coming to The CW’s “Arrow” in season four.Ryan will reprise his role for the “Arrow” arc.“Constantine” was cancelled by NBC in May after a 13-episode run, with fans rallying to save the show via a social media campaign. While the series was initially shopped around to other networks, it was ultimately determined that the Vertigo hero was a better fit for the gritty world of “Arrow.”Arrow” showrunner Marc Guggenheim told Variety that “there’s a lot of desire on everyone’s part” to bring the character into the shared DC TV universe he created with Andrew Kreisberg and Greg Berlanti. “It would be wonderful and we certainly have a million ideas — it’s hard for me to say mainly because A: it’s not my decision to make and B: with ‘Constantine’ being shopped around to other networks… it’s really hard to make plans when a show’s kind of in limbo.”

Arrow EP Addresses Our Concerns About Workplace Romance, Felicity's Spark and Season 4 Flashbacks https://www.yahoo.com/tv/s/arrow-ep-addresses-concerns-workplace-205644701.html
Arrow fans needn’t worry that the coming together of Olivier and Felicity will affect the superhero drama’s path.Speaking with co-showrunner Marc Guggenheim at the CBS/Showtime/The CW TCA press tour party on Monday night, TVLine relayed several of our hopes for Season 4 (as detailed in the slideshow below). Here is what Guggenheim had to say regarding three specific Arrow points:

‘Arrow:’ Season 4 Arrow Cave Concept Art Revealed http://screenrant.com/arrow-season-4-cave-images/
The last time we saw Oliver Queen (Stephen Amell), he was driving off into the sunset with Felicity Smoak (Emily Bett Rickards) and planning to permanently retire the Arrow persona and his trademark hood. While the ending of the third season of Arrow seemed to promise peace for Oliver, it was clear to fans that the peace would be fleeting at best.It has since been confirmed that Oliver will be returning to Starling City as a masked vigilante, though the character and his team will go through a number of changes in Arrow season four. The first change, revealed at San Diego Comic-Con 2015, was that he would be donning a new, sleeker costume in the fourth season. The episodes ahead will also see the resurrection of Sara Lance (Caity Lotz) as well as Diggle finally donning a costume of his own. With an ever-growing team of heroes, the biggest question is where will they be operating.Thankfully, the answer has been revealed. EW released a piece of concept art that depicts the new lair for Oliver and the gang. The series’ writers refer to the cave as the ‘Arrow Bunker’, though there’s no word if it will be called that in the show. EW also spoke with Arrow executive producer Marc Guggenheim about Team Arrow’s newest hideout.

First Look: Team Arrow is getting a new lair! http://www.ew.com/article/2015/08/14/arrow-bunker-lair-season-4
Oliver Queen’s super suit isn’t the only new addition to Team Arrow this season.EW has scored an exclusive first look at Arrow’s concept art for the new lair, affectionately known in the writers’ room as the Arrow Bunker.“In designing the new lair, we had to think in terms of the much larger group that Oliver [Stephen Amell] has now surrounded himself with and how Team Arrow is a much bigger enterprise,” says executive producer Marc Guggenheim, who declined to provide the actual location of the new lair within Star City.“One of the fun things about this lair is that as opposed to one big space, where everyone would congregate, it’s now a much larger space divided up into smaller spaces,” he continues. “There is an area for Felicity [Emily Bett Rickards] to work, there is an area for Oliver to work out, and there is a garage. There are many different places we’ll continue to discover over the course of the season that give you a sense that this thing is a bit bigger than we got used to in the first three years.”

Arrow Season 4 Will Bring Back Funny Felicity http://www.cinemablend.com/television/Arrow-Season-4-Bring-Back-Funny-Felicity-78977.html
The CW’s Arrow owes much of its success to the charisma of geeky computer genius Felicity Smoak – and the actress who plays her, Emily Bett Rickards. While consistently strong and capable throughout the show’s run, Season 3’s overwhelmingly dark tone gave Felicity less opportunities to crack wise – now it seems Season 4 will return the former IT support girl to her comedic glory. At The CW’s TCA press tour party, Marc Guggenheim – co-showrunner for Arrow – spoke candidly with TVLine about injecting more of Ms. Smoak’s trademark humor into the show’s future

Will There Be Any More Superhero Shows On The CW? Here's What The Network Head Says http://www.cinemablend.com/televisi...ows-CW-Here-What-Network-Head-Says-79387.html
With three superhero shows currently on The CW’s programming slate – that’s Arrow, The Flash and the upcoming Legends of Tomorrow for those keeping track – it’s a perfectly acceptable assumption that the network would want to build its DC comics library up as much as possible in the future. But even though the two flagship series are major players for The CW, it seems like network execs want to make sure the world doesn’t have too much of a good thing, and it doesn’t look like we’ll be getting any new super-series any time soon, at least in relation to what already exists. Maybe when Rip Hunter comes around, he can tell us what the future holds in store for The CW’s plans. When recently speaking at the TCA press event, CW president Mark Pedowitz expectedly answered a ton of DC-related questions. And when the subject of later projects was breached, here’s what Pedowitz had to say.

How ‘Constantine’ Fits Perfectly Into the ‘Arrow’ Universe http://www.cheatsheet.com/entertain...-arrow-universe.html/?a=viewall#ixzz3jAqFpKNY
Arrow is a show that’s seen its fair share of changes over its three season on the CW. It began as an obscure shot out of a left field, featuring a little-known DC hero and an even lesser known lead actor in Stephen Amell. Since then, it’s become a network phenomenon parlayed into a full-fledged extended universe. The Flash already has seen its own run of success as a spinoff, with Legends of Tomorrow next in line to debut in 2016. With this vast universe of superheroes comes the potential for further additions, something made that more intriguing when NBC’s Constantine found itself canceled after just one short season.Constantine, while existing within the DC universe, was never actually meant to join the CW’s roster of heroes when it first premiered. But lackluster ratings saw its fate thrown into uncertainty, leaving the door wide open for Arrow and company to swoop in and save the day. And save the day they did… sort of. Constantine hasn’t been picked up as a fully revived series as of yet, but we now have confirmation that its titular sorcerer played by Matt Ryan will be appearing in Arrow‘s upcoming fourth season.Episode 405 will feature John Constantine as a resident expert on the legendary Lazarus Pits, used most often in the comic books to prolong the life of super-assassin Ra’s Al Ghul. It’s restorative properties were last seen at work in bringing Oliver Queen’s young sister back from the dead, and this time around it’ll be used to do the same for the recently departed Sara Lance. Lance will then play a key role as a primary team member in Legends of Tomorrow, as White Canary. All of this orbits around Constantine’s expertise in all things mystical and occult, as the catalyst for the planned resurrection.

Arrow: How Laurel Will Be Different In Season 4 http://www.cinemablend.com/television/Arrow-How-Laurel-Different-Season-4-79357.html
Oliver Queen may be rocking a new identity and costume in Arrow Season 4, but he still won’t be the only vigilante roaming around on the show. Team Arrow will still be going strong, including Laurel Lance, a.k.a. Black Canary. Laurel has come a long way since Season 1, and when the series returns in the fall, fans will see her go through another change when it comes to how she handles her life as a superhero.According to executive producer Wendy Mericle, following her training period during Season 3, Laurel will be “fully arrived as Black Canary” when Season 4 kicks off, so there won’t be any more learning curve when it comes to taking on the bad guys. Mericle also told TV Line that Laurel will face struggles balancing her day job with her nighttime crimefighting activities. As Mericle put it:

Arrow Season 4: Charlotte Ross Set to Return as Felicity's Mom https://www.yahoo.com/tv/s/arrow-season-4-charlotte-ross-130058322.html
Fire up your Donna Smoak fist-pump GIFs, because Felicity’s mom has booked another trip to Arrow‘s Starling City.TVLine has exclusively learned that fan favorite Charlotte Ross will reprise her role as Donna in the sixth episode of Season 4 (which kicks off Wednesday, Oct. 7). Thus far the nature of Mom’s latest visit is under wraps, but I will go ahead and shamelessly spitball: Maybe it’s time to give Dad a name?Of course, the last time we saw Donna she had nudged her daughter to follow her heart in the direction of one Oliver Queen — who, Felicity lamented at the time, was “terminally unavailable.” But things sure have changed since then, haven’t they?Prior to her first encore as Donna (this past April), Ross spoke with TVLine about the incredibly and abundantly positive fan reaction to Felicity’s Vegas cocktail waitress mama, effusing, “I’ve been in this business for a while and I’ve never seen anything like it…. I’m just so overwhelmed with gratitude.”

Starling City Is Changing Names, Get The Details http://www.cinemablend.com/television/Starling-City-Changing-Names-Get-Details-79497.html
When Oliver Queen returns to Starling City in Arrow Season 4, he’ll be rocking a new costume and superhero identity. Actually, there will be another change: his home won’t be called Starling City anymore. Now that Green Arrow is officially hitting the scene, the series has decided to drop to rename his hometown to what it’s called in the comics: Star City.Paul Blackthorne, who plays Quentin Lance on the show, posted this photo on Instagram of himself and David Ramsey (who plays John Diggle) posed like they’re starring in a buddy cop movie together. More importantly, the lettering on Blackthorne’s police badge reads “Star City Metro Police,” confirming that the city will be rebranding itself in Season 4. It’s out with the old, in with the new. Starling City is now just a memory, and Star City is the future!

Arrow Will Dive Into The Green Arrow Storyline During The Season 4 Premiere http://www.cinemablend.com/televisi...Storyline-During-Season-4-Premiere-80097.html
Oliver Queen’s life as The Arrow is no more. When he returns to Star City (yeah, that's right) for Arrow Season 4, he will finally embrace his comic book destiny and become Green Arrow. With the name change will also come a new costume, but what’s still unclear is how exactly Oliver will decide to take on this new identity. Fortunately, instead of being dragged out for several episodes, that question will quickly be answered right when Season 4 kicks off.Executive producer Marc Guggenheim told Green Arrow TV that Arrow will tackle why Oliver shifts personas in the Season 4 premiere, and much of it is due to a big event from the latter half of Season 3. Guggenheim said:

Stephen Amell Talks Matt Ryan Coming to "Arrow," Whether Batman Might One Day Appear http://www.comicbookresources.com/a...-to-arrow-whether-batman-might-appear?ref=yfp
Stephen Amell is currently in Chicago, where he attended Wizard World on Saturday. At a panel featuring only himself, the "Arrow" star discussed the upcoming fourth season and looked ahead to the show's future.Prior to flying to Chicago, Amell was apparently filming scenes with Matt Ryan, the British actor who will be reviving the title character from the canceled "Constantine" series and bringing him over to the Arrow-verse. "I've been filming scenes all week long with Matt Ryan," Amell said with a smile. "He is such a treat. And a trip. He's always saying his lines -- and he's getting ready to go on Broadway right now with Kiera Knightley, so he's always saying those lines, too. I can't tell if he's having a conversation with me, or preparing. And sometimes I chime in, he'll be like 'I wasn't talking to you, mate.'"Watch him talk about working with Ryan, as well as whether he had any influence on the showrunners' decision to bring Constantine on board, below (via Comicbook.com).

Arrow Star Stephen Amell Talks Constantine & the Possibility of Batman http://screenrant.com/arrow-constantine-matt-ryan-batman-appearance/
Arrow has always been a show that fully embraces its comic book origins, having had a fairly successful run integrating major DC characters in with its existing players. We’ve seen the Suicide Squad, Ray Palmer, and Huntress all easily transition from the comics to the CW show, residing in Starling City to help either save or destroy it.With Neal McDonough already cast as major villain Damien Darhk for Season 4, there has been plenty of theorizing about which characters from the comics might be joining him next. It looks like there is one famous DC character we can cross off the list – for the time being at least.According to ComicBookMovie.com, Arrow star Stephen Amell spoke at Wizard World Comic Con and discussed the unlikely chances of Bruce Wayne appearing on the show any time soon. Amell referenced DC Entertainment chief Diane Nelson as being unenthusiastic about moving forward with such a crossover, not wanting to add in unnecessary character overlap. Amell explained that bringing in Batman would be “tough” but still sounded optimistic about Arrow being able to handle the character.

New Arrow Images Tease New Season Storylines
Take a look at the first image from Arrow season 4 (via TV Insider):If the image from Arrow is any indication, Olicity is here to stay, at least for a while. The picture shows Felicity Smoak (Emily Bett Rickards) and Oliver Queen (Stephen Amell) lovingly – and perhaps a bit playfully – gazing into each other’s eyes from across a table. It’s hard to tell, given the angle of the picture, but it certainly seems as though Oliver is (gasp!) actually smiling for once. This may seem out of place given Arrow’s moody, broody reputation, but producer Marc Guggenheim says that the show is going for a lighter tone than the one seen in previous seasons. It’s hard to imagine the show moving too far away from its dark atmosphere, but things certainly have been grim in Starling City for the last several years, so it’s nice to see characters experiencing a bit of joy for a change. Of course, with Ra’s al Ghul’s former partner Damien Darhk (Neal McDonough) looming on the horizon, there’s a good chance that joy won’t last forever. How Olicity will affect the other members of Team Arrow remains a mystery, but Guggenheim has never been one to shy away from the human side of superhero action. While Diggle and Thea are sure to be happy for the new couple, dynamics may end up changing as the story moves forward – and change doesn’t always mean happy times. Still, this is something fans have been anticipating for years, so it’s probably safe to take the promises of a lighter, happier Arrow at face value.
