D12 satellite - now we're receiving signals!

Aren't TLEs are monitored and put out by NORAD, close enough to government, and far from Directv.
 
I doubt that D12 actually blew by its destination as that website is just an approximation of its position based on the last TLE.
At the epoch of the most recent TLE (176), the model showed that the location of D12 should be at 106.7958W and still in the drift orbit. One shouldn't assume that the TLE was wrong at the epoch.

As I recall, as of TLE 175 at its epoch, D12 had already passed 103W as well.

What government agency do you refer to?

First of all, Sixto, who know more about this stuff than you says in the first post of the tracking thread at dbstalk that it's a government agency.

And then there is this.

TLE Format

United States Space Command (USSPACECOM) computes most of the publicly-available TLEs. These data are released by NASA Goddard Space Flight Center (GSFC).
 
You'll note that the link mentions that "most" of the TLEs are computed by USSPACECOM. Others come from other sources.

In one of the threads at DBSTalk, it is pointed out that USSPACECOM collects information from sources willing to provide it as I've suggested.

Do you have any idea what Sixto's background is or do you cling to his information because he seldom says anything that might harsh the buzz?

No, I listen to him because he clearly knows what he is talking about, as well as several other posters there, and here, too. You are not one of them. I am sorry if you find that offensive or bothersome in any way, but that is how I feel.
