For the Cleveland people I saw this at the other site:

HD Locals Launching in Cleveland, OH
Programming Changes/Additions: 4/7/2008 5:16 PM
Effective Thursday, April 10, 2008 by 6:00 a.m. ET, DISH Network will launch the ABC, CBS, NBC and FOX in high definition (HD) into the Cleveland, OH locals package at no additional programming charge.

My guess is that NBC called E*'s bluff, and E* did not flinch when BG debuted, thus proving they were willing to hold out, whereupon NBC agreed to make some concessions.

But that's just a guess, it may be something else entirely...

OK. I did look into - that "weird" thing actually is not weird. Those same SIDs spread across different TIDs [SB] and must be processed accordingly. Not by relative tpn# [1...32].
