Hi my main reciever is conected to the internet in my home san diego with no problem. but i´m been charged 5us for the second reciever not conected to the phone line this reciever is in my vacation home outside usa (baja). can i hook the reciever to the internet with no problem? and avoid the 5 us fee or dish will know this and it my generate a problem.

You are getting off cheap. Dish expects you to pay for two subscriptions when you keep boxes at two locations.
 
Only thing I could think of would be to setup a VPN tunnel using something like DD-WRT on a couple of old linksys routers. That way it would look like both were coming from the same IP.

Other choice would be some sort of VOIP, but that would run more that the $5 fee.
