Is External storage activation really a one-time fee?

Is the external storage activation really a one time fee?

My worry is that if I active the external storage on 08/15, and then get a new VIP622 sometime in October. Do I need to pay additional fee to activate the new receiver?

one-time fee... activates on behalf of ALL COMPATIBLE receivers (currently the VIP622 and VIP722)
