NBA All-Start Game on TNT - Awful PQ

Seriously, how bad can the PQ get? There is so little detail and over-compression that many times players faces are just a solid blur of the same color, and this is not even during fast motion. Can't even tell if they have eyes or a mouth. It's like they have noise reduction cranked up to 11. Wasn't going to watch much anyway, but that made me turn it off. I'm sure both TNT and Dish are to blame but this one reeks of bandwidth starving by Dish.
