Obvious question about local channels HD/SD

I have a very obvious question after thinking about the upcoming crisis with local channel uplinks not being digital, and the worries about dual HD/SD carriage:

Why aren't the main HD channels uplinked to the satellite and then downconverted to SD at the set-top box or displayed in HD for high-definition televisions?

Following on this, will this be a long-term plan?

As a consumer, I observe that when I tune the OTA DTV channels I usually don't get a SD and an HD version of a given channel. I only get the HD version of Fox and it's downconverted by my set-top box locally so I can see it on my SD monitor.

Now if the satellite companies went this route, what's wrong with it?
