So the SATELLITE TELEVISION EXTENSION AND LOCALISM ACT OF 2010 passed, what does this mean for us DirecTV customers?

The Dishnet peeps are sure talking about it.

What does this mean for significantly viewed locals? did anything change?
 
nothing really changed from a D* standpoint. Dish is talking because after almost 4 years they can sell distants again. It also allows them to import locals from other markets to markets that dont have the full amount of locals (Directv already could do that)
 
so no real change to significantly viewed locals? how often does the FCC update that list? who determines that list?

The list is actually really old of what is considered SV. Its out there for Directv to use and import SV stations but they rarely enforce it
 
DirecTV already has significantly viewed, but I don't think they really update the list on a regular basis. DMAs and SV stations don't really change that often. Since cable and satellite is where most people get their channels, it's harder for people to shift to nearby stations that aren't already available.
