What Happened to CC in CREATE and WORLD (PBS) Channels?

Hi Guys.
I've been watching PBS channels in KU Band in AMC21 (125W) from many years, but a few weeks ago (don't know exactly when) the Closed Caption was not working anymore in CREATE and WORLD channels (in the V-ME chaneel Closed Caption Works perfectly, as well on the HD PBS-W and PBS-E.
Somebody knows what happened?

I am seeing the same thing on a microHD STB. The CC is not displayed on the Create and World services. I can see that the CC is being encoded for the services and is displayed using a PCI card with TS reader. No time to study the mux, but something with the encoder has changed.
