Why does Bell care if a receiver is a "master" or "slave"?

Last year, when I bought my EV receiver, I was a new subscriber, but I did not want the dish because of the difference of the shipping costs.

They sent me a receiver only, but, when I had it activated, I was told that it was listed as a "slave" receiver and could not be used to open an account.

Why do they care? Dish Network does not care!! That did not make sense to me.

I recently thought of that when someone mentioned purchasing stuff from the same dealer. The dealer took care of it, but I still don't understand why Bell would not let me start a new account with a "slave" receiver....it's not like there would be any technical difference between the two.
