HDTV for local is on the way or already exist, just wonder will the big two will charge extra on these local beside what they already chage for HD channels.

No you will pay the same price for SD locals, and if HD locals are available you will get them at no extra charge.

Yes, they do charge for locals. They charge for HD. HD locals come with the SD locals package, not the HD package.
Not all local channels will be HD in the future. The major networks will be, but some independants may only go digital and not invest in HD equipment.
