Assuming that there is an amplifier on the OTA to block broadcasting TV2 to the neighbors, Will this setup work?

Plenty of Db loss there with all the split/combiners....And if you use a higher channel say 65 you should not have any issues with your neighbors. Remember, the higher the frequency the waves are shorter and thus need more power to send the same distance as lower freq
