I recently upgraded my tv to a LED and I got a few questions.

If I want to upgrade my dish to a HD Dish, how much would it cost and can the installer install a new dish at a different location around the house? Do they have to do any wiring work inside

I am currently on Welcome Pack with sub package channels, are the locals and the other channels currently on HD refer to Welcome Pack

Should I choose a Walley receiver or the VIP older model receivers and how much will the monthly cost be for the 2nd receiver?

Those are pretty vague questions. First, if you upgrade to an HD receiver and you don't have an HD dish, the installer will replace the one you have, no extra charge. As far as relocating it and the wiring, it depends on line of sight, and what wiring is available now in your home.

As far as choosing an VIP, those are almost at end of life. If you're not going to record, you'll probably want a Wally, but the cost depends on which receiver you end up getting

Currently, I got two receivers for Dish at a bad location and the original installation was very bad. I had share SD receiver for 4 TV and the guy who did the install just install the receivers upstairs while downstairs share tv are blurry with whatever wiring he use. I want the receivers downstairs, 2 receivers connected to HD, but wasn't sure if they use the same wiring, will the picture quality still be the same.

Also, if I sign up for their protection plan, will I save some money for the upgrade service?

I would have said the opposite. If you are going to record, you'll probably want a Wally, since Dish added the second tuner functionality at no additional cost.

Local HD channels and HD feeds of most Welcome Pack channels (the HD feeds that Dish actually carries) are included in Welcome Pack at no additional cost.

A 2nd receiver (Wally or ViP211k / ViP211z) would be $7 per month, whether you lease or purchase it. I would still recommend purchasing the HD receiver. Then, if a dish upgrade is required for your local HD channels, Dish will do the dish upgrade for free, including all cabling (within reason) that falls under the definition of "standard professional installation." The new dish can be installed at a different location if you wish, or if a different location is required due to line-of-sight issues.
