I need to know them decimal point and all. I know the numbers right now on the two channels are: Fox 47 KXLT (Rochester, MN) on 47.1 (Fox) right now is 46.3 and 47.2 (MeTV) is 46.4. As far as the new frequencies, all I know is the main number, 26, but I don't know them post-decimal point. I need this so I can contact TiVo so they change it on time, and AREN'T LATE. So does anyone know what the new frequencies (decimal point and all) for KXLT, 47.1 and 47.2, are going to be on September 27th? I tried calling the station, but they don't seem to give me an answer on that one.
Does anyone know the FULL frequencies of the new ones for KXLT on Sep. 27th?

ATSC typically uses only one frequency for all the channels that a station broadcasts. There are some exceptions where channels are spread across two OTA frequencies but they are relatively rare.
I suggest that you call the station and ask them if they're changing anything in terms of subchannel numbering. TV stations are usually quite interested in people knowing what needs to happen to view their channels.
The subchannel numbering is completely independent of the frequency(ies) used and is broadcast as part of the PSIP information. Most DVRs read this PSIP data to bridge between the guide information and the subchannel as part of the channel scan.
As for trying to insure that Rovi doesn't get bamboozled, good luck with that.

My guess would be the virtual channels numbers will stay the same (stations don't like to confuse watchers), only the frequency may change.
TiVo can't change its info on your word, they will get the data from Rovi who gets it from the station.
Just re-scan the channels with your receiver and hopefully they will all be there.

My experience with calling stations concerning subchannels, PSIP data, the repack or anything of that sort is not good. I seldom het anyone who seems even dimly aware of these concepts.
I am not really sure why the OP needs to contact TIVO but he may be concerned about the guide data. Rescanning is always a good idea but if I am right about the nature of his concern it will not help with that.

I would bet that outside of stations that are buddying up (something that began earlier this year in some areas), there's little need to worry about subchannel assignments.
For those stations that are merging channels, it is almost certain to be trouble for the likes of those who depend on Rovi data (DISH and TiVo are two prominent customers) as channels will likely (though not necessarily) be lost as well as the station that is added getting all new PSIP information for its subchannels.

It appears what the OP is asking for are the new "program (stream) numbers" KXLT will assign to the main and secondary subchannels when the station moves to RF channel 26 on Sep. 27th.
Right now the program numbers are 3 and 4 respectively on RF channel 46, which is what the number following the decimal point of the physical channel represents (46.3 and 46.4 in this case).
But only the station engineer can really answer that question. As those numbers are assigned to the individual program streams comprising the subchannels of the transport stream by the station's multiplex encoder based on its settings.

Yeah, but on the TiVo channel while a channel rescan may find a channel after it moves. Unless the guide data from Rovi is correct, the rescan usually results in a double listing for the channel in the guide.
With the new one having no guide program info. ("Title not available"), but is able to tune the station. And the old one with full guide info., but not able to tune the station (usually a V52 error).
I have a station here in the LA market, KRCA-62, erroneously displaying in the guide this way since its repack channel change over a month ago. As TiVo/Rovi have still not corrected the guide error.
Fortunately, it's a Spanish station that I don't watch or care about anyway, since you can only setup untitled manual recordings when the station's guide listings are like this ...

The PSIP data won't be available until the change has been executed so if you want to know what it will look like, your only option is to contact the station (specifically, the Engineer).
Be glad that you're out ahead of the change as you can seek out ways to work around Rovi's sloth until they update their information. Owing to the fact that TiVo depends so heavily on their side of the guide data, this may demand using something other than a TiVo -- possibly including watching live.

In my experience (I don't know about anyone else), TiVo has been pretty good at getting channels updated lately (with the exception of maybe a couple channel logos or mislabeling of affiliates), and it only takes a few days for them to get it updated, but I want it updated on the 27th (or maybe a few days sooner to be safe) so I don't have to wait. This especially goes for the fact I want to record the season premiere of Last Man Standing on time on Fox on the 28th. I could contact TiVo when it changes on the 27th, but since it will take a few days after that, it won't be on time for the season premiere of Last Man Standing on the 28th.

HoTat2's ongoing experience is probably more along the lines of what's going on today and it seems likely to get worse as the real repacking commences after Thanksgiving (and Rovi is chasing after all the phase 1 stations).
Just found out that a bunch of channels in my lineup are changing eventually so I let TiVo know of all of them. I noticed that a couple others that changed kept the subchannel the same so I’m pretty sure that is the way it usually goes. So I gave TiVo a full lineup report online with the full frequencies and I would never try to do it on the phone because they have the dumbest people as CSRs. They are like talking to a wall. At least by a lineup report online it goes directly to the lineup specialists who actually have brains and know what I’m talking about.

Just remember that Rovi is the organization that ultimately needs to make the changes and TiVo is only one of their customers (as well as being a wholly-owned subsidiary). It seems obvious what they need to do and that it would make everyone's life easier if they were proactive but they're clearly struggling without the pressure of the mandated repacks.
