The damage that was done to the DVR before you tried the fix may be causing it. I would replace it one more time this time since the ground wire is already cut it should be okay. A short in the coax well I am not going to say there is no way but its very slim chances the same with a bad LNB one...

I doubt its a LNB usually if the receiver is re-booting its a power issue.

If its on TV1 than using channel locks will eliminate all the channel 1 that carry PPV but TV 2 it wont

Do not use a power strip or a UPS plug it directly into the wall with adapter on the plug that goes from 3 prongs to 2 prongs (most dollar stores have them) and cut our ground wire or unhook it from the ground block . I install Dish and the receivers sometimes have issues with the grounding...

There should be a wire coming from the ground block tothe service ground for the house. But if there is not I would not worry about it. More often than not grounding a unit creates more problems

I heard last year the the locals for upstate NY were supposed to be Mid November then around the first of the year followed by "end of the first quarter or 2010". Now we are hearing June 1st is the date.
