I would guess they are blacked out if you have a local Ion station that's carrying a regional game. But I'm not sure if it applies to the Inyo/Scripps-owned stations that DTV carries, or non-carried subchannels (like your station, WAND-DT3).

I noticed they're testing on the stream server, so they will likely get added around tomorrow afternoon.
