Get that installer back out to install power-passive winegard combiner. (You cannot use the winegard multiswitch as it will not pass all the E* signals) It needs to be a special combiner and Wingard makes one. (If you need one I have some available, you can PM me if you can't find one)...

Chris, Glad to hear it. Those power passive multi-switches are hard to come by, lucky your installer had one, but the diagram will work too for anyone else with a non-power passive OTA switch. FMI, what part of the country are you, and who was the great installer?

NO, you cannot use the switch that's built in to your phase 3 triple LNB DTV dish. However, if you ordered more than 2 receivers, then VOOM installer will and is supposed to supply the multiswitch needed.

Call them back out, they are supposed to ground the DISH and OTA mast, also to common ground. The multiswitch is fine to bond to, as long as the multiswitch is itself is grounded to meet local and NEC code. If it is, it will be a very simple thing for the installer to come back and do...

If The Multiswitch Is Grounded, Your All Good. Because The Ota And Dish Cables Both Are Running Through That Switch. Hopefully The Installer Ran Bond Wires From The Dish Mast And Ota Mast To It.. That You'll Need To Check.
