Your screens don't make sense. ATSC-T is NOT ATSC-C. T is OTA tv, C is a cable tv version from a cable tv provider. Scanning for ATSC-T channels, should never reference anything to do with "Cable-Standard" or "IRC" or "HRC". Those are all cable tv standards.

Somehow it must be transcoding to do this streaming. IF you have no controls buried somewhere to adjust the transcoding streams, you likely can't fix it.
