Any suggestions on a good not too expensive FTA HD receiver?

I'm having problems with PBS HD on Galaxy 14 (AMC 21). I get sound but no picture and the signal quality is is good. I have a Fortec Mercury II receiver and it's connected to a HD TV with component cables. Audio is optical connected to an amplifier to decode AC3. I get Montana PBS, PBS World...
