Yes there is an allow section on the HR24.. It might not be set to allow access to external devices..

Have you tried resetting the 2 HR24s ? That may or may not help, but it wont hurt either.

Yes, it does not need to hook up to the receiver. It has to be hooked up to the same network as your dvr and your portable device ( IPad, Android) As for hooking it up to the gigabit switch I am not sure if will work.
