Technically, the receiver can work with band stacked (being it uses the same technology as a Starchoice receiver, which does that well). It is just it is likely the programmer hasn't the option to change that, or the training/authorization to.

Unless I absolutely have to, I tend not to cover things. I never had a boot on my jack, and never had a freeze-up (that I recall), or moisture/water ingress into the jack works. Same for the LNBs and such. They were never covered, and I use no tape or grease on coax fittings.

You will need a 4DTV receiver to get that group of channels, and no 4DTV receiver has an OTA tuner, digital or otherwise. Standalone OTA tuners aren't that expensive really, and for the small investment are worth it, being it is free after that.
