13v and satellite finders

I'm trying to find out why the odd-numbered transponders have no signal for sat. 119w. I have a VIP222k receiver and single LNB with dual outputs. I know that one possibility is a bad connection at the LNB. It rains 300 inches a year where I live, but this installation is only a couple months old. My question: is it possible for a satellite finder to work fine and still have a 13v issue? Doesn't the receiver have to send out 13v to the LNB for the satellite finder to work? Also, if the problem is moisture inside the RG6 connectors, is it possible to clean up the connectors, reattach and seal them better? Or has the damage already been done and I will need new connectors and/or a new LNB?
 
The connectors that are used cannot be reused. Just call the sat provider and they will send out a tech to check and replace the connectors or LNB if needed. Good luck.

Are you saying you only get 13v and not more than that? Also where in AZ do you get 300" of rain?
