If the elevation is out as you move across the arc, then I'd say its your arc.
All I can say is start with the basic. Pole plumb. Motor set to correct angle. Set receiver to USALS on your true south sat. Turn the motor on the pole to maximize signal. Adjust dish elevation to maximize signal. Then scan across the arc. It should be pretty darn close for all subsequents sats.
