When Dish is cancelled do they prorate the last month charges? Or do they continue service until the last day of the current pay period?

You can cancel any time you want. The remainder of the month will be prorated.

Correct, to my knowledge, the only traditional linear tv service provider that does not prorate is Directv/ATT.
