Can't access apps?

Okay, after doing a master reset and a partial reset to fix some timer and logo issues (long story), I can't access the apps app to go to the page of all apps after pressing menu. I get the message "Data Unavailable--603--Data is currently unavailable. Sorry for the interruption. There is no need to call us. We are working to resolve this issue as soon as possible. Press 'OK' to exit the application." The odd thing is is that I can access the YouTube and Netflix apps on the main screen just fine. Did I screw up this at all? Do I have to wait to let it load more? Plus, is anyone else having this issue?
 
If you press the home button three times to get to diagnostics screen, do you see anything for your Application Software? Should be at the bottom of the screen.

If you do not, you will have to wait for the current app file to be downloaded and things should work again.
