to rural (sat/cable)
Due to lack of bandwidth.

Hardware will be straight forward
Hopper3 and 2 joey3s.

Question is about programming.
Can new accounts start with flex packs?
Locals available as/on flex pack?
OTA will not be option in forrest/mountains.

Or will he have to get 'top###' package?

As far as I can tell, you have to start with a Top### package, but you can switch soon after install to Flex and not lose the discounts. That is what I did initially. Locals are a $10 add-on for Top### and Flex packages.

For the present offer I do think if you can't at first you can eventually go to the Flex Pack. But that's because the present offer does not appear to have any discounts of package price. When it did you could not keep that discount with Flex. I'm guessing you can keep the free three months of Showtime and Movie pack and the reduced (by what looks like $3) DVR fee for the Hopper DUO included in the deal.

Locals are now $12 add-on according to new fees.
