DDA Discount Question

I have a question about the 3 dollar discount through the end of 2009 that was offered to DDA customers starting February 1st with the new price increase. Is this only available to existing customers that had DDA on February 1st, or can I get it when I upgrade to HD after being a customer for 9 years?
