1st and foremost Martin has an axe to grind with cable.
2nd I don't see this is a Win for any sat provider. It's more a win for the NAB.
 
Well who this benefits more, the sat companies or NAB is debatable. One thing is for sure, it doesn't benefit the CONSUMER.

NAB. now D* can't just choose to carry only the HD big 4. If the area has CW, MYTV, or any other local station broadcasting in HD. They must carry it or apply for a waiver to buy time to get in compliance. All the have to do is stick a few HD shows on it, and the NAB get it's Digital substation re-transmitted. The more viewers meaning more advertising dollars they can charge. It will force Dish & Directv to use more band wight to carry those stations.
Kevin Martin doesn't like cable nor DBS services. He is in bed with the telcos.

It's a big setback for the NAB primarily because they wanted DISH and DirecTV to be forced to carry all digital feeds right away. The FCC intelligently realized that that is both impossible and foolish.
