Dish is currently in testing of a variety of USB tuners that would plug into the hopper. They're still deciding on which devices they will use for OTA.
It probably won't be available at launch, but expect it sometime afterwards.
For anyone that requires OTA, i would not upgrade to the Hopper/Joey until it's actually available from Dish. That way you don't get pissed if there's a delay in the release of OTA tuner compatibility.
