The bill allows households with expired coupons to reapply for them.

Guess I might get that DTVPal after all.

Interesting comment near the end, about 30 days notice to pull the analog plug. But I suppose people have been given such notice, with the crawling banners. But somebody might try to use that rule to stop a Feb 17 transition.
