Minneapolis PBS...new subchannel coming???

Flipping through the OTA channels this morning and all of a sudden a new channel popped in

2-99 shows as "test" and is just color bars
its on RF23 (which is the same channel that TPTLife AKA 2-3 is on)

Maybe PBS Kids?

now it says "Join tpt for a holiday celebration starting Monday"...hmmm
