since dish does not have NESN_HD,will the bruins games in HD o CI  be blacked-out? If the NHL controls it,probably.does dish have any say in this circumstance?

Assuming you're in the boston DMA, yes, it will be blacked out on Center Ice, whether in HD or not. Just because a provider doesn't carry the station doesn't mean that they lift the blackout. Thankfully I don't have a problem here in San Diego, but all the cable people do, since Ducks games are often on Prime Ticket, which all but TWC former adelphia cable do not carry. The Ducks games are always blacked out on center ice, it ticks off the few ducks fans I know down here that have cable. I had one buddy go as far to call Fox Sports Net to complain, they told him to get satellite, so he did.
