NYC TV in Florida

I am a DISH network subscriber with a cardless 311 unit, here in NE Florida (near Jacksonville). I'm looking for a way to receive the NYC stations here (the local JAX stations suck - especially the PBS affiliate). I know that they are broadcast between channels 234 to 247. I am aware of that BS legislation that says I can't view distant nets if locals are available, so one can "cheat" the system by switching to another service address.
I'm just exploring all options - before I do this, does anyone know of a dish/receiver combo that will get ALL NYC stations, or a way that I can get my 311 to receive them? The unit does have a slot for cards, but it is designed on the surface, at least, not to use them.
 
Loopholes to the legislation allowing distant channels are being closed up one by one. Right now in Florida it is nearly impossible to get distant networks legitamately.

If you want "ALL" the NYC locals, that may be a problem soon. If you are talking about all 16 or so channels, most are not physically available outside the NYC area on DirecTV. On Dish they are currently "technically available" everywhere in the US but half of them are at 61.5°. This will change in the very near future. Legislation forcing Dish to have all the locals from any one given market available on one Dish (not one satellite) will force them to move local channels to spot beams where available. Dish is planning to launch a spot beam satellite, Echostar 10, very soon. My guess is that everything except the big 7 will go on spot beam.

PBS is another story. The reason you cannot get PBS National at 249 (this is not the NYC local) is because PBS itself will not allow itself to be sold to subscribers who can legitamately get their own local PBS. BTW in Jacksonville you actually get two PBS channels WJCT Jacksonville and WGTV 8 Atherns/Atlanta (in lieu of the Waycross GA repeater)

So, in answer to your question: Yes right now all dish receivers have the CAPABILITY to receive all the NYC locals if you have dishes aimed at 119° and 61.5°. But again this will change very soon! (within 10 months)

So, because of the spotbeam, then changing my service address to an NYC location won't work once the new changes go into effect?

right. If you ar outsie of the area covered by the spotbeam you won't be able to receive it.

There are two NYC locals available in DISH's superstaion pack though.
 
I am pretty certain that NYC NBC, CBS, ABC, Fox, WB and UPN will still be available nationwide. But I am just about as certain that the 10 or so remaining NYC stations will move to a spot beam within 10 months.

And as the Chief says, the NYC UPN and WB stations are available to you now legitimately for $1.50 each per month.
