Scanning OTA channels Hopper 3

Our local CBS affiliate ch. 3 in Madison Wis. recently added new higher power UHF antennas to their towers. The old VHF antennas were left in place. They advised viewers to re-scan their tv's etc. to get the new signal. When I did that on two of my tv's that have built in tuners I of course ended up with two of each channel, one for the new UHF channel and one for the old VHF channel. Unfortunately there is no way on the tv's to tell the two apart. The only thing to do was to wait for some kind of signal interruption and then check the other channel. So today knowing that the Hopper connected to my third tv does have a built in signal meter for each OTA channel I deleted all of the channels and did a re-scan to do a channel signal comparison. For whatever reason the Hopper did not add the new channels even after doing 3-4 scans. I'm pretty sure that it only kept the old channels because the signal strength on each remained the same as before the re-scan.

Why doesn't the Hopper add the new channels that the tv tuners do? Does it have something built in that blocks duplicate channels when scanning?
