What Is With All The PayPal Cookies?

I have noticed that in the past few weeks everytime I come to this site PalPal tries to send me a cookie. What is that all about?

I love the Girl Scout's cookies (I order some every year) but I don't want cookies from site's like PayPal unless I'm doing business with them. MANY vendors (like PayPal) use the cookies to track a lot of information about their users and they should only be doing that on sites that have to do with their service (like eBay).
 
Its from the donate button at the bottom of the page.

Don't worry though that button will be changing soon. I am doing some major programming now which will revamp things. :)
