will Dish allow me to get locals from Knoxville, when I'm on Nashville market?

I can't get LOS to western arc where Nashville locals run from and, even with a wing dish, I'm not sure if i could get LOS to the Western Arc for locals.

Eastern Arc spotbeam for Nashville locals doesn't reach far enough to me, but Knoxville EA spotbeam does.

Any way to convince Dish to "activate" Knoxville locals instead of Nashville on my account so i can at least watch the main channels?

Seems like a LONG SHOT but i would really like to have access to locals for primetime shows.

By law they can't provide a DMA other than the one in which you reside. That's why some "move" to another DMA. You would need a valid service address in the "new" DMA. Grab a friend and an old dish and see if you can get LOS to 129 in your yard. It's worth a try just as something to do if nothing else. There are sometimes drawbacks to "moving" so I wouldn't unless I didn't have a choice. There are also some markets on ConUS beams on the 77 satellite. See The List.
