I THINK the reason has to do with security. Siri works when lock screen is enabled, so it would be a security breach to allow it to open programs. My guess, anyways..

I can launch Siri while i a m in an app and then go right back to it. . Is the lockscreen really enabled?

I mean it can check my mail without me giving a password. Something does not sound right.

I was just trying to hypothesize why it won't open programs on its own. BUT I do know that you can run it when the lock screen is active; I just figured it made sense that other than certain apps like email, text, calendar, tasks, that it can't open programs. Just hazarding a guess.
 
If it can open email it should be able to open an app. I would love to tell it to launch slaker and play the Iceberg Station RFockyMtnhigh's request Line or whatever.

Except if you ask Siri to open the pod bay doors, she will tell you that "apparently us intelligent agents will never live that down." Or something ot that sort. :D

This reminds me that old story/joke back from eighties or nineties: Bill Gates was demonstrating voice recognition and offered the audience to say a command. Someone from the audience shouted: "Format C colon, enter, yes!" :D

I was playing around with the 4s at the Apple store and ask Siri, "Why are you so ugly?" Siri replied, "You must be looking at your reflection in my screen."
 
Kind of sucks that it always has to access the Internet even for things like composing a message.

Well it is an intelligent agent; kind of hard to believe that you would get much possible info from local storage, and it is on a 3G phone that is supposed to basically always have data available.
