Maybe you want to call your doctor using your iPad? Maybe you want to answer a phone call on your iPad from an Android phone or an iPhone which doesn't use Facetime. Maybe your iPhone is in the other room on the charger. Having the phone app on the iPad can be an asset.

But with the iPhone handy, what's the point?

That they're grasping at straws to show that there's anything "new" in the iPad?

As some point, incrementing the version numbers just isn't enough. You can only upgrade the SoC so many times before someone says "but what can I do with all that power".
