That is bad.

In the comments below, someone said the little boy did not survive.

In Russia, most cars do not have seat belts, because most people can only afford old cars.

Actually, most cars in Russia, even very old ones do have seat belts (at least front seats). People just don't have a habit of wearing them, and that's unfortunate...

None of the old Russian built cars I have ridden in, or driven had seat belts available....maybe removed, or just tucked down the seats???

Now the Toyota 4 Runner had them...................
