Sounds like an extension of the new procedures with Verizon iPhones.
At Radio Shack, if you buy by 3pm, your phone will be delivered from a Verizon warehouse the next day.
I'm not aware of any extra cost.

Presumably, that prevents any pockets of unsold merchandise.
