Volume control on scrambled police channels

I've been doing some listening with an SDR setup and my old RS scanner and while there is no digital or trunking going on with public service frequencies, there are a couple of scrambled transmitters out there. The shift commanders for city and county police have these. When they use these it is extremely loud, much noisier than normal radio traffic. Is there anyway to silence those or turn the volume way down on that?
 
I have not gotten SDR# to work lately. A couple of weeks ago I tried something I read on-line and it screwed up Windows!
So I have been using the one that Brett, N6BY wrote and HDSDR.

I've been a scanner enthusiast since the 1970s. I live near the border of Dutchess, Ulster, Greene and Columbia counties in NY. There's always something to listen to here and this post has made me think about something I have been trying to determine for the last year or so.

In the past couple of years there has been a transition away from VHF low to VHF high locally and every so often this annoying loud signal briefly transmits on multiple newer public safety frequencies. I didn't think it was intermod or some sort of data or harmonic, but now reading this I can't help but wonder if it's a scrambled transmission I'm receiving.
