Short answer is because its dish...I think BBC world news is the same way. Someone can correct me if I am wrong on that. There are Viacom networks only available in the flex pack and no other package. No cbs or PBS on demand. CNN International is intended for non-US audiences, probably why Dish doesn't use bandwidth on the satellite for it and the contract with CNN might not allow them to broadcast to mainly US audiences (Do any US cable/satellite carry it?) . C-Span3 is the least watched of all the C-SPAN channels
