Short answer is because its dish...I think BBC world news is the same way. Someone can correct me if I am wrong on that. There are Viacom networks only available in the flex pack and no other package. No cbs or PBS on demand. No military history channel even though it was included in the press release a few years back after they signed a new multi year deal with a&e networks

CNN International is intended for non-US audiences, probably why Dish doesn't use bandwidth on the satellite for it and the contract with CNN might not allow them to broadcast to mainly US audiences (Do any US cable/satellite carry it?) . C-Span3 is the least watched of all the C-SPAN channels
I believe I remember CNN International is on cable, if I'm not mistaken. I know it at least used to be.

C-SPAN. Both DBS companies are obligated to carry a certain %age of "public interest" channels as a condition of their licenses per the FCC. However, the rule stipulates that they cannot carry more than 2 from the same provider. Thus they carry CSPAN 1 and 2, but not 3, because if they carried 3 not only would it not count toward the "public interest" condition, 1 and 2 would not either. Which means adding 3 would require adding not only it but 2 other PI channels.
CSPAN is aware of this and has asked the FCC to waive the rule, but this has not happened. But it allows anyone with any cable or sat. subscription to watch all 3 on the internet.

CNN International used to be more widely available channel in the US 15+ years ago when it was shared air time with CNN Financial. When CNN FN shut down, CNN International was removed from most MSOs. It is still available to Charter subscribers who are on Legacy Time Warner Cable plans, it's channel 216 in areas with the National Channel Lineup. If you switch to a Spectrum Pricing Plan package then you lose CNN IN, plus a few other channels that TWC had contracts for that Charter doesn't.
