Do I need to use a EHD with a external power supply or a portable one powered by USB for Wally.

The official documentation from Dish states that the EHD needs to have its own power source. That being said, I have used EHD's without a power source and they will work, but it is not officially supported.

I'm using a Samsung 500 GB portable SSD as I didn't want the noise of spinning rust. So far so good. I don't record much so the capacity seems adequate.

Looking over the Wally manual I noted that it was written about five years ago and SSD drives have come a long way in that time so I figured the manual is a bit dated in that regard.
