Wow! I have to wonder what school was beiing penalized enough that they championed this proposal? I guess they weren't really running a risk, as this apparently has been accomplished anonymously.

I think it was more Common Sense ...
The fact that they now let the official look at the replay before making the call is huge ... this way they can see if "Intent to Harm" was there, or if there was no intent .

Lots of times you see this called when the player barely gets brushed by ... or clearly hit with the shoulder pads, or may have inadvertantly hit the helmet.

Or when Unnessasary roughness on tyhe QB, when the attacking guy hand brushes by the helmet and the QB gets a 15 yard call from it, there was no intent to harm.

Another thing I'd like them yto look at is Facemask penalty .... lots of times they get a 15 yard penalty for thier hand going across the facemask, with No grabbing ...
A while back they had a 15 yard call for obvious ones and a 5 yard for incidental pull, no serious head pull.

The problem I have with targeting is that the runner almost always does the same thing (lowers his head and launches), yet the defensive player gets called for it and the offensive player does not.

If they really want to get this under control, take the helmets off completely and let them go back to running and tackling like they did in the 40's.

An executive order signed by President Donald Trump on Friday aims to limit NCAA athletes to a five-year playing window and how often they can transfer between schools.

I Hate the fact that Government has to get involved ...

I Do Agree with the 5 Years limit and 1 transfer side of it ... (allowed another transfer If you Sit Out a Year, (which is how it use to be originally))
Someone still needs to come up with a Money limit ... (CBA ?) Per Player as well as school.
