Is it everyone's opinion that Ciel-2 will end all complaints about the 129 slot for eastern US viewers? I am near Atlanta and always loose 129 in bad weather. I was about to pressure Dish to convert me to Eastern Arc because of this.

Ideally, the splitter should go between your TV's and the power supply ("out to TV" port). If you find it necessary to split between the pre-amp and the power supply, you need a "DC block" for the leg that goes to the TV without the power supply connection.

Specialized (commercial grade) equipment exists to do this, but it is very expensive. A year from now, I do think you will start seeing lower priced consumer grade gear to generate an RF Channel 3 ATSC signal.

CE FIlter (Communications & Energy Corporation (C&E), broadband, broad band, digital, WiFi, microwave filters, traps, antennas) makes exactly what you are looking for. I used their filters to reduce analog channel 8 (I'm 3 miles from their transmitter).
