No, it hasn't.
We have a Hopper 3/Plus in the office. It NEVER has problems. I never have calls for my guys to fix a plus. You guys are living in fear leftover from the early days of the plus.
The Coax is feeding his signal, if he still has service, if not, I don't understand what the issue is, if he's not using the service, take it down if he wants .. and remove the ground.
If service isn't in use, why worry about it.
They are typically at the base if it has one and often times, they don't want to get down to the lock or put the cover on correctly, could be in a hurry or maybe theres other items keeping the cover from closing all the way.
The coax line going into the Pedestal will be connected to a much larger connecting block (for lack of the correct term at the moment)
That connecting block is Definingly already grounded ....
That Coax IS grounded, provided it's terminated correctly.

The cover regularly falls off the pedestal across the road from me. It's located in some brush, and when the wind blows, off comes the cover. I've never seen a lock on it.
