they should all be turned on as their voltage is what will control which polarity they will "see". Plus if it's an unpowered switch that's what actually powers the switch and the LNB(s)

once it's off the dish, take it apart where the main tube is attached to the motor/gear assembly (it should have 2-3 torx screws) and see if the tubes are seized. I suspect that water got in and rusted the ACME screw/nut or the tubes. See what moves and what does not. The outer tube should slide...

try restarting everything - receiver and ASC-1. I've had problems with the ASc-1 not recognizing the receiver voltage switch and getting stuck on one polarity. A restart clears that. Another thing to try is connecting the reciver to the LNBF without the ASC-1, without the 22k switch. Going back...

note that some newer E2 images like TNAP 4.2 and TNAP 5 show the SNR measurement, just like they do for satellite reception. Might be worth installing one of those in a spare slot just for that purpose

that's a good idea. the Hauppauge wintv software would be an option but even something like TSReaderLite would work. Hauppauge has a signal meter as a free download. It works reasonably well and reacts quickly enough for such experiment

last I checked 15W actually had hunderds of channels, the TuVes direct-to-home service from Latin America. Unfortunately only a few religious channels are ITC. Those transponders require a slightly stronger signal than VoA, so in case of marginal reception, they can be missed while VoA is coming...

most channels on 30W are FTA, just a few are scrambled, and most channels are in Spanish (like Cubavision) or Arabic. If you are getting many scrambled channels, and just a few (FranceInfo, France24, CNews) are ITC and in French, you might be on 34.5W
