Take a look at My Programming in your account. If you go over to the International tab, it looks like you can remove locals. I'm not going to try doing it myself, but I thought I'd mention it in case someone wants to mess with it.

Prices for the 211 on eBay seem to be around $100. I don't want to get into any leasing commitments. Anyway I found a 311 for about $20 that has a purple card and is clear to activate--works for me.
