    Black bars on my locals

    I am trying to understand. If my locals are broadcast with black bars for 4X3 content, shouldn't they fill my entire screen on a 4X3 tv? I am talking about side bars on the left and right of my picture. Even the news broadcasts have bars, and I know these aren't HD.
