The name of the free HD promotion includes the words 'for life'. Though they advertised the no DVR fee back then, I don't recall it being advertised as free 'for life'.
My daughter also tried it with Amazon Prime videos. While it worked, the image was downsized and it didn't look that vibrant, especially compared to the iPad image.

My daughter is in Europe for 4 months. Before she left, she loaded her iPad with a bunch of movies transferred from her Hopper. She just let me know the iPad will not play them anymore because it hasn't connected to the hopper in the last 30 days.

Yes, they can be purchased, but you'll still incur the same monthly fees. That fee is $7 per month per Joey. If you want 4, you'll need another Hopper. I believe 3 is the limit per Hopper.
Don't lose hope. I had something similar happen when I swapped a joey with a HWS. DIRT set me up the last day before the hike with an install that day. Installer came without a Duo Node and had to reschedule. Tha caused the fees to increase, but DIRT got them put back.
